The EU’s Pact on Migration and Asylum concludes its two-year transition period on June 12. Shortly after, national administrations will start applying new European regulations concerning migration and asylum.

This pact creates a harmonised and tightened system for migration, asylum processes, border regulation, and integration efforts. Its goal is to introduce a more equitable, coherent, and secure method of managing migration throughout the EU.
The new regulations enhance controls at external borders, establish uniform asylum procedures, ensure equitable distribution of responsibilities among member states, and foster international cooperation to combat unauthorized migration.
In January, the European Commission unveiled the European Asylum and Migration Management Strategy, outlining the bloc’s five-year plan, which includes tactics to deter illegal migration and to attract new labor market participants.
The Common Implementation Plan breaks down the pact into 10 legislative texts to simplify adoption by member states. These include the Screening Regulation, mandating pre-entry checks; the Return Asylum Procedure Regulation, which guarantees fair and streamlined asylum application reviews; and the Eurodac Regulation, instituting a new fingerprint database.
Despite remaining challenges in procedural and infrastructural areas, the Commission reported on 8 May that the majority of member states have made substantial strides in aligning their national frameworks for the pact’s comprehensive launch by June 2026.
Funding for the strategy is planned through the 2028-2034 EU budget cycle, which allocates at least €81 billion to home affairs policies and the Global Europe funding instrument.
