This week, EU ministers gathered in Brussels to deliberate on the optimal utilization of the EU’s €90 billion loan aimed at helping Ukraine repel Russian forces. Amid an expanding corruption controversy in the conflict-ridden nation, Estonia’s defence minister assured Euronews that there is absolutely “no question” the funds must not be misused.
Hanno Pevkur, Estonia’s Defence Minister, emphasized to Euronews the importance of implementing strict accountability concerning the €90 billion loan, especially as investigations involve the former chief of staff to Ukrainian President Volodymyr Zelenskyy on corruption charges.

“Ensuring transparency is essential,” Pevkur stated during Euronews’ Europe Today programme.
“Ukrainians are addressing this issue with utmost seriousness, as it is crucial to prevent any suspicions or complications related to this support.”
“Ultimately, maintaining trust is necessary not only for current support but also for continued assistance in the years following the conflict’s end.”
At Tuesday’s Foreign Affairs Council meeting focused on defence, Ukrainian Defence Minister Mykhailo Fedorov was present. Pevkur highlighted that it is Fedorov’s responsibility to confirm how these funds will be allocated, dispelling fears among both Ukrainians and Europeans.
“Continued aid is vital for Ukrainians as they reconstruct their country and strive toward becoming a stable European state,” Pevkur noted.
“Therefore, Ukrainians must primarily prove to their citizens and to the EU that everything is managed properly.”
Ukraine’s situation will also be a key topic at the B9 Summit in Romania on Wednesday, where allies from the Eastern and Nordic regions will explore ways to strengthen transatlantic security contributions.
